Electromatic clutch and overdrive

I have a 1950 custome with overdrive and elctromatic clutch.
I have not been able to get the overdrive to work period.
The electromatic clutch operates only if the overdrive is on even if the electrmatic clutch is off?
I did a test light for the electromatic clutch and it comes on when I turn it on and off when I turn it off but it operates when the overdirve is on and the test light is off? Im lost. Any one got anything?

Verify the correct pigtail wires on the governor is connected to their respective options. Overdrive uses the wire with the exposed terminal and that wire is not connected to ground until the car reaches approx 20mph. EC uses the wire coming from an enclosed area with the terminal probably covered with tar. That wire is grounded until the car reaches approx 20 mph. I would suggest reading the training book on the clutch so you can get an idea of how it operates. It could be the accelerator switch is not functioning or is out of adjustment.

In a condensed form, all the dash switch does is turn on power to the EC. Once the clutch solenoid has power, operation is controlled mostly by the accelerator or another switch operated by the gearshift lever only in third gear. Those switches do the actual controlling of the ground to the solenoid. The switches turn the vacuum supply solenoid on and off and controlled air bleeds in the control valve determine the actual speed of application and release. Once the car gets to the speed where overdrive is useful the governor switches ground going to the two pigtail wires. Overdrive is enabled and EC is locked out.

There is another manual on the R11 overdrive which should be the OD used in your car. It is not a Packard manual but is rather the Borg-Warner overdrive service manual and while it is somewhat generic, still applicable.
