Given what I have read online it seems that it is Tenite and that it might be an additive they used to help keep the plastic soft that is reacting, or it may actually be mold, both are talked about.

Currently my plan is to try cleaning them up and paint the inside as I'll be able to monitor/clean the outside easily enough without removing them.
