I haven´t put right side back in place but I tried put the wipers on with only left wiper in place and it didn´t had enough power to turn even one wiper so I opened the motor again pour little bit hydraulic oil in it and put it back together and it has power to move one wiper on windshield I bought new wiper blades and put them on too but with dry windshield its so slow and sometimes it doesn't have enough power to came back from side of windshield

It really sounds like you are going to need to have the motor rebuilt.

If you don't want to do that then another more expensive option is to convert to electric wipers using a motor conversion available from Newport Engineering. If you go that route, I believe the electric switch that comes with the motor can use the original knob -- maybe with a slight bit of modification -- but will still fit in the dash hole and bezel. Downside if you have a windshield washer is it will need a separate switch and the coordinator will not fit on the electric motor so that function is lost. There will also be an ugly space visible on the bezel which was originally covered by a part of the vacuum switch. You can get a chrome washer to cover the space or paint and use a regular washer rather than destroying a part of the original switch to re-cover the space. IMO, it would be a good idea to keep the original wiper switch in good condition in case you or the next owner ever wanted to go back to the stock vacuum motor.

Doesn't matter if your wipers work if you only take it out in good weather...

Oh, forgot you are in Finland. In the USA you can get an antique plate with requirements that vary by state. Some states like New Jersey basically will only issue them to cars in like-new condition, but most states you only need to self-certify that the vehicle is in good order, in exchange for promising only to drive a little bit and in only good daytime weather.

I am sure I get it inspected old cars under 1991 here is pretty easy To inspect and more easyer when its under 78 becouse of the emission measurements in case if my Packard when just like things for normal safe driving works like it has brakes lights and wipers and it does't make hell lot of noise its pretty easy To get inspected and one thing with rust here is you cars body can be shot and rotten as possible if you chassis does't have rust holes in it only rust spot in my Packard in top of trunk lid but its just few little holes one thing why I thinks its pretty good shape it only has 47 000 original miles and I know they are original becouse there was bunch of paper work in glove box when i bought it few years ago it have been some woman shopping bag back in 50s
