No, that ornament is not a Lalique, it's one of the standard factory offerings. And the coachwork is standard Packard coachwork, not a LeBaron.

It is the successor of the bail (or bale) used up to 1940 and for 1941, the seniors had this style while the juniors had a smaller version without the plastic. The feather was cast into it instead. The Henney-Packards for 1941 and 1942 were usually juniors but had senior trim so they had this type too.

Puyi, the last Emperor of China, was introduced -> there. His below shown car was mentioned -> there.
The images offer a reencounter with the imperial motorcade and a detailed view of his artful hood ornament.

I was almost convinced that the hood ornament pictured above will find the one or another taker. One can't get more art nouveau.
