Dave, even if you can't find the index line, it's no problem as few good old-time mechanics don't optimize the setting anyway. Find the index line if you can as a starting point, and then fine-tune so that the choke valve is shut when the engine is cold and cranking, and full open with a small amount of tension holding it in that position when hot and running. Unless you live in a really cold climate, when in doubt, err on the side of lean (counterclockwise rotation of the cap).
An upside down float! Now that's a new one!! Makes you wonder what other wonders prior owners might have wrought. I can scan a cap to show the index if you wish and no one beats me to it.

Can't assure you this is from a WDO, it could be from a WDG and not sure if they are the same. The index mark is a small cut in the outer (raised) rib around the perimeter, and is located just at the end of the "L" in the word "CONTROL".
