The article does not indicate whether or not the rightful owner got an insurance settlement or not after reporting it stolen. If so then the car belongs to insurance company???

From the article:
"... detectives obtained a search warrant and found the authentic VIN in the door panel, which confirmed Neeley's suspicions."


Of course the story could create a racket too. Suppose one decides too simply buy a srapper, gets title, removes door and puts it on a nice car. Sells it under another VIN (windshield VIN). Later reports scrapper VIN as stollen and then reclaims completed car based on door VIN.

Chop shop implies a stolen car. The case i give is that nothing is stolen. It is simply a scam to reclaim a legal car under FALSE ACCUSATION of theft. NO theft ever took place.
