I'm trying to ship a Packard from Canada to Los Angeles. The vehicle is non-operational and has no brakes. But it does roll and steer.

The carriers I've spoken with (three or so) all require that the vehicle can brake. The non-op is not a problem, but they say it must brake.

This seems like a situation that is often dealt-with, without any issue. I've seen many vehicles winched onto carriers and then locked down, especially if they don't have brakes.

Where are the shippers that are willing to handle such vehicles? Do any of you have suggestions?

Some guys on the Studebaker Drivers Club Forum have used and recommended this company. I haven't used them so can't make any useful comments.

Mostly one needs to investigate these various contract haulers and their services carefully.

Expect to pay more money for a non operational car. Might be cheaper to fix the brakes.
