Did any models come standard with over drive in 1941? Or was it always an option?

Based on this statement from the 41 Data Book (page 127) I would say it was always an option.

This first paragraph is followed by 2 pages describing the operation and extolling the advantages. I presume the hard sell might be in case the salesman was a bit subtle in recommending a new owner consider one.

Yes, it was always an option and could be had with or without Electromatic Clutch which could also be ordered without overdrive.
