One thing that has caught several having fuel delivery issues is an unvented gas cap. If you have replaced it check that it is vented type and if you have a vented cap, make sure the tiny hole is open.
The gas tank pickup tube issue happens in a couple of places. When fuel drops down just under a half or right around the quarter mark areas of the pickup tube that have been found to be prone to pinholes are uncovered. If your problem consistently happens at those points then suspect the pickup tube but if it happens with a tank over half full then suspect something else. A problem could still be in the tank but then I would look toward something floating or moving around and somehow getting in the small triangular depression on the bottom of the tank and being sucked up to block the pickup tube inlet. Dirt or rust flakes can do this and if the tank has been treated with one of the sloshing compounds, those can cause problems if the tank was dried laying down and the bottom flat. If you do find a tank issue then depending on what a repair cost might be, it could be more advantageous to buy a new repro tank. Here is a photo Ross posted with the two known problem areas in the tube noted.

1956 Packard Gas Delivery Problem

Hello having a big issue with my 56 400. My car is not getting fuel up to the carburetor. I replaced my fuel pump with a newly rebuilt unit. Pressure tested the line from the front to the back of car no leaks. Dropped tank no issues but I heard the pickup could be sucking air. Cannot see the pickup from the center of the tank. Going to drop the tank again and bring it to a shop going to try to drop another line to replace pickup. Any help on this would be appreciated.

Note this post from someone who had similar mysterious trouble. The problem was the water pump installation

I have seen the green 1955 Patrician in Oregon and have even posted some photos of it in a separate thread after spotting it for sale at a consignment lot not far from my shop somewhere between Terrebonne and Redmond along the main hwy 97. The person listing it is the actual owner, though, rather than a consignee. It’s not bad from what I recall but has been there for a long time. For a while, it and all the cars disappeared but it and a couple others have returned as of my last visit a couple weeks ago. It is currently outdoors but under cover of a high awning.

maybe someone can learn from my mistakes. my 356CUI was completely overhauled. Everything was disassembled. during reassembly i used all paper gaskets with engine silicone. as i now know, this led to the clogging of a water bore. when the engine had temperature problems after the overhaul, i replaced the water pump with a newly overhauled one. in doing so, i noticed the clogged bore. assuming i had used too much silicone, i now used much less. but again the engine overheated. i didn't think i had clogged the hole for the cylinder head circulation circuit again. but i did. i had made the same mistake twice. i noticed this now when i removed the water distribution pipe for cleaning. again this hole was clogged with silicone. now i put the water pump in with just the paper gasket. I now drive at a much lower temperature. conclusion: do not use a paper seal together with silicone.

I would submit for consideration that "NEW" does not necessarily mean "new".

Just FYI if you have the Bendix system and are changing seals on the power cylinder.
On the last page of a 56 service counselor Packard went to the trouble of writing a service article on the proper installation order of the sealing pieces. Apparently they had issues or maybe the instructions in the manual was not enough. Don't recall anything extra on the Bendix control valve but it and the Monroe system have decent instructions and photos in the manual.

The 54 convertible in Indiana looks like a real bargain for $12k. If the ad is correct, a lot of work and new parts have already been done.

Howard - thanks I had just finished there and was getting ready to reply that I was OK. Was on the phone with Merritt ordering parts when you posted.
