Wire brush, and then an overnight soak in evaporust.
The bumper bolts on my 37 were dipped in red plastic dip. They look good, are durable, and help prevent scratching the the bumped chrome. Also, squeak free!

Yeah, it's was a messy endeavor. I didn't get a call back from the media blasted until today. Sorry Charlie, I called you a week ago.
But in other news most of rear upholstery is done. We'll at least the rear "rear" hatch area is. ![]() I still need to replaced the package tray upholstery.

My Clipper spent the first part of its life up near Lake Tahoe in the snow belt, and the second part of it life being baked alive in the desert. It had all the damage you would expect from both climates.

With a non-split seat, you wouldn't have access to the backseat area.
Not knowing what you current have in your car, it sounds like you have non-packard bucket seats of sometype. The original seat would be a split back bench seat. The bottom is a single cushion and the back is split into two pieces that fold forward to allow access to the back seat. So you would pretty much need exactly the same type of seat that I have in my 37 Convertible Coupe, which came out of a 40 coupe. The '42 120 Convertible in Calif (aka "The Turk") was originally the car I was looking at before the Jackard came to me. It came out of the same estate where I pulled the Steele Rubber Horde several years ago.
Gerry at Packards Southwest owns it now and everything else that was part of that estate. The car has a fully rebuilt and restored drive train and chassis. When I was there the body was on a dolly, restored frame and drive train were being stored in another garage. Gerry re-mated the body back to the frame so it could be moved. Nearly everything for this car was in the garage, including fresh chrome, and perhaps redone upholstery. If the car wasn't 2000 miles away, and not disassembled it would be in my garage now. For those interested, these is also a '53 Mayfair that was freshly repainted, has new interior, fresh chrome, NOS glass, restored frame and fully rebuilt drivetrain (engine and transmission). But once again, fully apart. It's a rare car in Amethyst paint, with matching amethyst badging.

I'm sure there are part/junk cars out there begging to give up their unused seats. Obviously, would need to do be reupholstered.
But you would have two seat tracks that bolt to the floor, and the a rectangular frame that bolts to the tracks, then the bottom cushion sits on the frame. Somewhere in my 37 project blog is a picture of a 40 seat frame and tracks thay should be close to the same as yours.

Seat back shells primed in epoxy.
It took two days to strip them and 2 rounds of acid to convert all the rust in the pits. ![]()

On my '54, the clips were rust welded to the doors, so the pull tangs broke off pretty much instantly.
But if you roll the window down all the way and remove the garnish molding, you can see the clip, apply copious penetrator, and tap/push the clip out from the inside with a long flat-bladed screwdriver and a mallet.
