Greg,
I good place to start is the Search Box, many of the problems have been addressed with some very good steps to help point you in the right direction. Also read though the Service Bulletins for your year.
Here's an example, I had a Fuel Pump problem and posted a video of it for all to see.
See the link below.

Remember. as you work on it take lots of pictures. It will help in the long run as you work on your car and think to yourself was this turned this way or was it flipped that way.

Re: 1953 Packard - Valves?

First remove all spark plugs.
How does it crank with all spark plugs removed? ( Fast, Same, Can't tell)
With Throttle WIDE open, do a Compression check and record each Cylinder. ( At least three pumps from each cylinder.)
(If you have the valve cover off you could be able to see the valves stems move up and down.)
Also with the spark plugs removed leave them connected ( just laying on top of the head) and see if each one sparks on the compression stroke. (Be careful it will shock you if your not careful.)
Give this a try.

How about the battery cables? I thought I had a bad starter until I changed out my battery cables. Just because the lights work just means the battery is connected not how much current it can handle. Also check for good connections from your battery to the starter and ground.

Well back to trying to get something done. Lapped the valves, got the head back on and tried to start it. No good, thinking the starter needing to be rebuilt, but first I figured I would try a new set of cables. Got the connecters from Tractor Supply and 0 gauge wire from Granger. Tried starting again and it fired right up. After it started to warm up, I started to get a lot of white smoke (steam). Retorqued the head fixed that problem. Finally tried to back it out and found I had no Reverse, First, Second and Third works. So push it out and washed the dust off it. At least the engine sounds good with good oil pressure.
Here are a few pictures after washing it off and an old picture when I first got it. It just goes to show cars don't grow old the kids do.

Jim L,
All you can do is try and as long as the plunger has a push back pressure, it might not hurt to wait until you have to pull the engine one day.
As far as keepers on the valve stems, rags in the holes, heavy grease to hold them on the shaft as you slowly release the spring. Also a small mirror and light to double check that they're seating right.
Oh, and a lot of work by feel!
Wes
P.S. As OD says " He can type fast then me."
