Here are some of picts to give you an idea of wiper switch. Try reversing the hoses on the switch, make the one toward middle (silver one) the source. I believe they are reversed and when the "speed/sweep" lever is toward center of car, the top port is uncovered. (pic2). The other pictures shows the complete assy. If they are hooked up correctly and still hisses, then the rubber valve or pressure spring is probably shot or dirty so the ports are not sealing. The only electrical connect is at the back and just provides a ground if washer is hooked up.
EDIT: Before someone calls me on it, I just realized the middle picture is out of sequence. The bezel & nut should be between the switch and sweep lever.

It seems to function OK on existing edits-I added my PI oil pump mod to engine and it seemed to work as advertised.

Congratulations on getting as far as you have. The butchered electrics you started with and what you've managed to get going speak volumes. The ignition switch is a weak area as a lot of current goes thru and contacts take a beating. I see in the pict that it's out. If its the original be careful installing one or working around it because the bezel retaining it breaks easily and are getting hard to come by. The wiper switch should just be mechanical moving a wire inside a cable to vacuum motor so curious what might have failed. If there is a kink or bind, did the cable jam or come off? The washer part is electrical, just supplying a ground when pushed and if there is no washer bottle & mechanism, no connection. Window switches and their connectors are probably corroded from inaction and need taken apart and cleaned. Which connector gets hot?

I believe it was also flocked as that appears to be what is in my (assumed unchanged) 47. Here is a source but have not seen the fibers to say if anything close to original

It has been removed and is on passenger side. If reinstalled like yours, then I think I may see something that looks like it would line up and a use for it--although if my theory is correct, AC compressor makes it almost impossible -- hole or not.

Can't speak to your use for the hole, but I found it very handy to put the magnet thru when I dropped various bolts under the manifold.

Jack Nordstrom mfgs & advertises occasionally in PAC publication the original Packard type correct diameter pulley & longer bolt if the extra PS pulley setup mentioned above doesn't meet your needs.
He also has a bracket for the Sanden but looking at his (which is made for the Hawk), it seems to be a bit over the top for Packards. Maybe its the way his is painted, but my 2 cents says something made along the lines of the original and in the same location would be a better choice-just make the aftermarket so the thermostat can be changed and isn't covered if possible. I'd try lower if possible because I don't know how stressed the glass would be. Not having tried anything like that though, I"ll bow to anyone else's opinion that may have been in same situation. What about soaking in some carburetor cleaner or carb dip and trying to get some inside bowl.
