I agree . The power wire to the heater/defroster switch is under the dash.

Years ago I used 3M seam sealer. It came in a quart can and was brushable. I used it on the interior seams and when it dried was paintable. Excellent results.

You could also get some advice from local body/collision repair shop.

I have a Carter repair parts kit #1321D. It services the Packard 42-50 with WDO
531S-531SA..The package contents list the spring.

The complete kit is $20 plus shipping..It will fit in a USPS small priority mail box.

You could weld the bad area then file smooth. I would do that just for peace of mind.
