Stealing hood ornaments that doubled as radiator caps probably happened back in the day when such items could be sold or bartered to other who wanted to doll-up their cars. Light-fingered and larcenous folks have always been and always will be.

Didn't the RR hood ornament become such a pilfered item in the 70s or 80s that RR had to develop the mechanism to automatically retract them into the grill shell in order to ensure longevity. I remember reading that they removed fairly easily and prior to the auto retract setup some drivers resorted to unscrewing the ornaments and storing or putting them in their pockets anytime they left the car for more than a moment. I can't see some society grand dame or overpaid celebrity going to that much trouble and even in a secure parking garage would guess the pilfering stories could be true. Would image an easy to remove Packard ornament would suffer the same fate.
