Seriously, that looks like an S at the very top. There is a Stude bulletin mentioning some service engines were identified and shipped by S numbers. Maybe that one was a service engine and restamped to go in an Exec. The stamp looks larger than what Packard normally used so my guess would be at a dealership and someone screwed up bigtime.
