Not saying that's not true, but I've been around a lot of 34 Eight and Super Eight bumpers and never seen or heard of cracking. I suspect the reason for the change was cost.

That said, hydrogen embrittlement resultant from rechroming can be a problem. I have a friend with a 31 Pierce Arrow with rechromed bumpers; he was hit from the rear and the bumper shattered into multiple pieces rather than just bending.
