View of Viscount Lord Halifax and guests on factory passenger train at dedication ceremonies for production of Packard Rolls-Royce Merlin XX engines. "Rolling through the Packard defense plants, Lord Halifax and party inspect facilities of the Heat Treat building. In this building are located the hardening, carburizing and tempering furnaces where Rolls-Royce parts are heat treated."
