Will admit to not having a clue about tops in the various models of this era but check out May 1, 1936 Service Letter Vol 10 #9. It has some photos and instructions on raising convertible sedan tops. No idea if the top they are illustrating is similar to yours but if it is maybe you will see something you might be missing.
