If it turns over really slow that's not compression, that's the starting system.
Probably two things:

1) You may need to get the starter refurbished. Kanter and Max have rebuilt starters, or these guys would do it:

Buchannan Auto Electric

2) You probably need to clean all the connections. 6 Volt systems are really sensitive to having a good ground. This includes the big red ground wire (preferably 00 or 0) that goes from the battery to the block.

That is a very strange setup for a blanking plate, but that looks to be it. That's where the pump would go. Those two fasteners coming out of that plate are where I remember the fasteners for the pump.

A study by Kanter itself recommended DOT 5 fluid. Maybe you want to talk to them, they rebuild them themselves. They even have a video of their testing system:

Ross Miller recommended Tiger, but if you check their website they are out of town all of January. Ross Miller apparently has rebuilt these for systems using DOT 5 before, but he is out of town right now as well.

Is there a source for the rubber covers for the whole in the backing plate where the adjusting wheel is?

Well, it's hard to see, but I put maybe what is the blanking plate on this image. This car looks like it has air conditioning, mine doesn't, and I don't see the water/oil heat exchanger (cooler for the Ultramatic transmission), which is usually forward of the fuel pump, but sometimes those get replaced with an aftermarket air cooler mounted on the radiator.

There are normally two screws for the fuel pump IIRC. But I can take a photo of mine later tonight when I get home, if someone else doesn't get to it first.

blanking plate.

That's below the engine mount. The pump mounts just above the engine mount. So take a picture from above, below the intake manifold, towards the front, just behind the timing chain/water pump cases.
