Good catch...my bad. I edited my post so as to not screw up anyone...thanks Interesting that the Service Manual does not discuss the length of the shoe material...only discusses the primary and secondary bit. Also...a Gee Wiz question...why not just make both shoes with the same length (amount) of liner? If the forward shoe has more liner then it would apply even more pressure on the aft shoe and make the brakes work better...right??? Yes the aft shoe in this case would wear faster than the front liner but still during the service life the car would still stop faster...

I will try to obtain a OEM bracket and use that as a start. If I need to modify it I will post my experience.

For posterity sake the bearings in question were indeed in locations 3.1385 (one on the left side and one on the right).
They are available on Amazon for $10.00.

Another possibility of a consistent pull to one side is the inaccurate installation of the "primary" brake shoe and the "secondary" brake shoe. One shoe liner is shorter than the other even though the brake shoe component looks almost identical and therefore can be installed incorrectly. The primary shoe has less liner than the secondary.
The shoe mounted forward of the axle is supposed to be the primary shoe and the secondary shoe us the one mounted aft of the axle. Sometimes I have seen where one wheel axle has two primary shoes on one wheel and the other side wheel has the two secondary shoes on it and therefore the pull -OR- the primary was installed behind the axle. Pages 10 - 14 of the Service Manual is what you need to provide the restorers. Bill

Hmmmmm. After I hit the old "Submit" button I re-studied the overhead view of the parts illustration and it kinda looks like the OEM bracket does indeed point down and forward??? See attached illustration.

Howard...THANKS AGAIN for the work on this.
Ewrecks...THANKS for the kind offer. At first the 1 7/8 inch and the 2 3/16 inch measurements were a glimmer of hope for me using the OEM bracket because that is soo close to the 2 inch measurements I did with my tape...I thought the OEM bracket would hang down and forward of the frame rail (due to the geometry of the holes in the bracket)...then...however...after carefully studying the over head view from the Packard Illustration it is obvious that the bracket is supposed to point strait down. I guess now my option is to mock up the Monroe actuator making sure (as you already recommended) to keep the geometry level and fabricate my own bracket out of 1/4 inch thick steel. I plan on using the two existing holes idler arm holes (and press nuts) and then through drilling a third (and even forth) hole through the frame and inserting a steel tube all the way through the frame to ensure the through bolts do not squash the frame rails over time. Naturally I will post a description and stencil of how I did this on this forum for posterity. THANKS AGAIN!!! Bill

You have been most helpful...can I PLEASE trouble you for the measurement for the distance between the two top bolt holes? If...BIG IF...they are 2.00 inches on center then my guess is that the holes are aligned so that all I need to do is center punch and drill the third hole and then thread the third hole and then bolt it on then...my guess (hope)... is that the bracket will be a direct bolt on deal. I could almost make a template off of your diagram and see if the cardboard template will work. THANKS AGAIN!!! Bill

Yes it is a caged needle bearing. Good call.
It is 11/16 wide (deep) and 3/4 in diameter. Your picture really is a good memory jogger... however...my memory on this thing seems to have already ran away. I vaguely remember it being installed on the right hand arrow on the JPG you sent. THANKS AGAIN!!!
