How do I remove the stainless steel trim from the doors on 49 sedan. Do the interior door panels have to be removed?

I need help in identifying the pictured part and what function it serves. It was located behind the heater blower switch on a 1949 23rd series sedan. You can see in the picture that a section has been broken off. When I found it it was attached via tape to hold it.

I need help on locating the subject fuse on my 1949 23rd series sedan. I looked at the wiring diagram but when I look behind dash I don't see it. Help. Thanks.
