front inner fender splash shield -1 or 3 parts?

At the bottom of the forward front inner fender panel is a "rubber" strip -?splash shield. ('41 120)Since mine has mostly shattered itself away I am re-installing rubber sheet (about 3 in. wide). Is this one or three pieces? -if three, it will be a lot easier to fit it, especially over the shock.
(This is held in place by rivets. The same material is attached to the frame with clips through a bar to overlap this strip. The rearward panel strip and second one on the forward panel is held in similar fashion but with rivets through the bar, rubber and panel)
