Does anyone know if dot 3 or 4 is the right brake fluid for a 40 110 with a lockeed master cylinder thanks

Either will work. Dot 3 was most likely the original in 1940 but 4 has a slightly higher boiling point and has mostly replaced it. Many brands are even labeled as Dot 3 & 4 on the can.
