Looking for advice on how to get this carburetor tuned so I can get a decent idle.

My '37 115C came with a WA-1 with some absolutely bastardized linkage, and while I did get it running with that carb, it was clear that there was no repairing it to get it to function correctly.

I replaced it with a used WA-1 from my '40 110, which was on it until today. Automatic choke, adjusted per the manufacturers instructions, and it's difficult to start and to get to idle properly.

Put on a WA-1 from a '47 Clipper engine that I bought last year. Dropped it on, bolted it down, hooked it up. Manual choke, but without (as of yet) any of the correct cables/connections. Immediately started and idled fast, but smoothly.

The carbs look absolutely identical. Any advice and Top Secret Tips appreciated as to why these are behaving this way. The '47 carb will go back on it's original engine when I put that in my '40 110 (the '40 engine is "done" and I won't likely rebuild it due to prohibitively expensive costs.)
