Wire Wheels Rub Strips on tubes

I recently replaced my tires on my 1934 Packard with Firestone tires. I had to call Coker to have one tire replaced after I notice it had bubble on the white wall.
When I did this I notice that the tire shop did not put the rub stripes in the gutter area that goes over the welded wire spoke to protect the tube, as the original had. Wire Wheel were powdered coated and the installer told me they were not necessary. I now have been told different and other Packard owners have told my that they should be installed or else you will probably get a flat. Can anyone share some light on this subject? Thank you for the help

From one who has driven a 1934 Packard tens of thousands of miles, by all means install the gutter strips.
