1939 Super Eight wiring harness question.

Under the hood on the drivers side I have 2 wires that are not connected. The are labeled 20 and 21. Any idea what these might go too?

Packard didn't number their wires so it sounds as if it might be a repro harness. The numbers could be different depending on who made the loom. Without knowing where the other end goes and exactly where the wires are coming out of the loom it would only be a guessing game. Two wires sounds like it might be for a switch but there could be several possibilities.
