What is this? 41 Clipper part

Home away from home

One item in the random bits in the trunk of the Clipper included this item that I can't figure out what it went to it where. Whatever the rest of it was is not on the car. It's heavy like a horseshoe and close to the circumference of a light but only chrome plated on the front and top/side.
