It was to provide cooling for the battery. Packard mentioned the engine fan caused air to flow over the inner side and with the large opening, outside air was able to flow over the fender side.
I don't know if the long batteries with a large surface area were more susceptible to heat or if Packard was just being overly cautious because with the Clippers they had finally moved the battery under the hood.
