Drilling into chrome bumper

I bought a front bumper that's in nicer shape than mine, has fresh chrome but is missing the bolthole for the license plate bracket. So, two options:
1- drill a hole through the newly chromed bumper. Anyone have words of wisdom to prevent flaking the chrome at the edges of the hole? Is that even a problem? I need a 1/4" hole to use my existing bracket. 2- is there a bracket that would clamp on to this style front bumper, instead of drilling a hole? Has anyone found a good quality unit like this? Thanks for any info!
