This wasn't on a Packard, but I bought a 1979 Austin Mini which had two house light switches (like you'd find in your living room) duct-taped to either side the steering column and wired into the turn signals. Knowing the reputation of Lucas electrics, this didn't really surprise me.
The big surprise was that when I got round to fixing it I discovered the original turn-signal switch worked perfectly! It lasted the whole time I had the car.

I bought a 71 Torino and for some reason it was always odd the way you were sitting in the seats till we figured out that the passenger seat and driver seat were swapped.
