It seems I recall seeing a tool similar to this (Blue handle, more like a bicycle grip) in a medical supply store many years ago. My understanding it is used for replacing or working on wheelchair tires. I thought it odd when I say it. Don't recall any markings on it.

I found the answer. It is a tool used in tire shops. Air gauge in handle- other end
used to remove wheel weights, and remove / install valve stems. It is sometimes called a 3 in 1 tool. Thanks for the input. It goes back into the toolbox.
