It's hard to make out the first part of the dealer name. ?ARY MOTOR CAR CO(many)
I looked into he dealership database here on the website and haven't found a dealer in Washington D.C. with a name that is close. Being from 1930, its possible it changed names or wasn't around long. To show up in earlier or later editions of the Dealership Directory produced by Packard every year.

I think you've got it. The plate is not "ARY" it's "PRY" with some overstrike. look at the "A" later, it's pointed
