I think the pattern on the shoes show an intermittent brake shoe/drum contact. I've seen this where the shoe is slightly tilted with either the inner or outer surface tilted away from the backing plate...... causing one side of the brake shoe to contact the drum first and cause the wear/no wear condition across the shoe. There are 2 adjustments that can be made, the easiest one is using the star wheel to adjust the shoes to a position barely rubbing on the brake drum. The second adjustment is the major adjustment that aligns the shoe properly to ride fully on the brake drum, then, use the star wheel to adjust the relative position of the brake shoes to contact the drum. These adjustments are easy to do to have the brake shoe make full contact with the drum. all the information can be found here online in the "Packard literature and manuals" section.....Look: left margin of this page ...See: Main Menu.
