Can't help with measurements but looks as the tube just hugs the space between block and bellhousing and points down with a straight end instead of a bevel like other engines had. Maybe a clamp at the top to hold end to the block outlet and a tab welded on at the lower middle to hold it to the bellhousing. End looks like maybe 2-3 inches below the bellhousing. In taxi engines believe the tube was replaced by a brass pcv valve plumbed to a vacuum port on the intake manifold below the carb.
Other manuals describe the operation as when air passes around the end of the tube the disturbance creates a suction effect which pulls gasses out of the crankcase.
