I figured out what was going on. There is a little thin spring in the far back of the thermo housing inside the carb. One of it's legs was bent and was not catching on the little lever back in there. This caused both the choke and fast idle settings to be off. Now everything looks good. I actually had to increase the idle a bit as it was idling a tad too slow after warmup.
