I don't have any idea what that radiator is from, but I do know that there is some poor owner of an older Cadillac trying to figure out who absconded with his radiator mascot. Whoever stole it welded wings onto the figure's back, thus creating a "cormorant." Absolutely brilliant.
Geez, and there are only about 50 actual Packard cormorant mascots available on eBay on any given day ... If I were to create something like this -- which believe me I would not -- I would start by locating the shell of an actual 1934 Packard (roadster preferred), then restore the body, chrome, etc. and mount it atop something like a 1970s Lincoln or thereabouts. I would do what I did with my Clipper and use wide whitewall radial tires and genuine Packard hubcaps, instead of those bogus spoke hubcaps this "34" dons. For about the same amount of money the builder of this car spent, I would have a rod that at least acknowledged the beauty and grace of the 1934 Packard. At least it wouldn't be the abomination that this thing is.

That is the most tasteless out-of-proportion resto-mod automobile I've ever seen. It looks awful from the front, the side, everywhere....but for under $6K, like for a teenager or college student, I don't think you can beat it. Girls wouldn't know. It's a funny car. Let's go to a party car. The game. It's fun. It's just not our kind of fun (anymore). I know, speak for myself.

Did you guys get a load of that top? It has to be the most ill-fitting thing I have ever seen! Can you imagine what it must be like to drive down the road at highway speeds with it flapping about in the wind? No wonder it has such low mileage -- it is probably horrible to ride in, especially in the rain.
In sum, there is no accounting for tastes. Some folks will sell their own mothers at a chance to own and drive an Oscar Mayer Weinermobile! I am sure that there is a guy somewhere wearing a banana yellow leisure suit with white shoes and belt watering his front lawn amid the plastic pink flamingos who would cough up whatever that "1934 Packard" will cost and proudly drive it around his neighborhood. Hell, he might even try to register it on this very site!
