After cleaning with vinegar and one with a mold killer, both did not work. After 4 weeks the white "growth" was returning.
I disassembled them and painted them with some plastic bumper paint, inside and out. Fingers crossed this is a permanent solution. Before painting. After painting.

Follow up....
It's been 2 months since I painted the plastic portion of my armrests and no white growth has appeared..............yet! I have my fingers crossed that this will be a permanent fix.

They look great but the mold is still a concern as it has to have come from somewhere. It’s either in the padding inside the armrest and somehow getting through the old vinyl or it’s inside the car but doesn’t like the paint. Either way, it wouldn’t hurt to get a mold test kit to be sire you’re not breathing it.

There are plenty of stories online talking about plastics that have Tenite breaking down and creating a bad smell. I'll see what happens over the next year or so.

It looks like it was bloom and you have a good chance of it not reappearing now
