If it's thicker than a normal gasket, I would use that as-is with Shellac Permatex on the fuel pump side.

If it's the same thickness, I would replace it, again with Shellac Permatex on the fuel pump side.

It is nominally thicker, but is hard, so will compress very little. I'm leaning towards using it with Permatex. Part of my thinking is that it's hardness may work better than a softer gasket as it may prevent any rocking motion from the fuel pump.

I still have a few days to think about it....

I’ve wondered about this too. Years ago, the rebuild kits typically came with a couple thin (like paper) gaskets which I never used but they also came with a thicker one or even two with no mention of usage, although these days probably only a single thin gasket comes with the kits. For sure, I would use the thicker one and also the insulators in the holes along with the fiber washers. Since the fiber washers would break if tightened too much, the original bolt heads were drilled for wiring in place.

Even the parts book only list a gasket with no mention of an insulator for this spot. It does list the insulator bushings and washers.

I always wire my fuel pump's bolts, but I often see cars that do not have their fuel pump bolts wired.

It was not necessary to wire them on the V8.

You can take a standard piece of notebook paper cut a gasket to go between the fiber one and the engine. So it would go: fuel pump, shellac, hard gasket, notebook paper gasket, engine.
