I'm wondering what I can do to assure longevity. What would you use as a protective coating...and would you coat the backside of the bumper?

Clean it and coat with a good paste wax. A good chromium plating job kept clean and free of surface debris and waxed regularly can last 50 years or more. You could clear-coat or paint the backside if it makes you feel better but it won't really contribute much of anything to longevity of the surface plating on the other side.
