Rear-wheel covers removable?

First, has anyone notice how difficult it is to say "rear-wheel," at least for those of us from the South.

Second, I saw a 1937 Packard 120 coupe with rear-wheel covers and was wondering if they are removed or fixed in place?

PS: Only saw one Packard at Hot August Nights, and no Packards at Barrett-Jackson auction.

I think what you are calling wheel covers are what I would call fender skirts(they fill in the wheel opening in the fender). If this is true they would have to be removable in order to change a tire.
