If both parking and ign sw lights do not work check to see if a wire was pulled off the parking light terminal of the headlight switch. There should be a blue wire off the headlight sw going to the junction block on the left fender which is for parking lights. The green wire at the headlight switch is for the ign switch light.
Not sure exactly how Packard connected both wires to the single headlight sw terminal in 53 -- there could be both blue and green wires on a single male bullet connecter which inserts in the headlight switch terminal or there could be a short pigtail attached to the blue wire with a female bullet connector at its end. The green wire to the ign sw light would then plug into that female connector.

A bulb socket inserts in a holder at the top of the ign sw. Light shines thru a gap in the dash metal and illuminates the keyslot opening via a plastic ring around the inside edge of the bezel. Incidentally, not sure if you are aware but the park and ign sw light only works in the first or middle position. They both go out when the headlights are on.
