They work much harder for their living than does a Packard V8. Can anyone imagine the next rebuilt Packard V8 to run up 150,000 miles?

Bottom line, of all the changes one could and should make to a Packard V8, an electric water pump is way far toward the bottom of the list. It's an incredible lot of work for very little benefit.
