That last photo looks like the limit switch bracket is bent.

There is also a fuse that went to the battery side of the starter. This was really fun if you drove your car and the fuse went bad, can still feel the heat. Later in production, or maybe the Packard mechanics routed to the same place as the power windows and seats.
So you have an inline fuse and another fuse in the fuse block to check. But as HH said get it wired up 1st so your not blowing them before you wire it correctly. https://www.packardinfo.com/xoops/html/downloads/servicemanual5556/Sect08_Electrical.pdf Figure 67, page 44
