I don't know the answer definitively, but it seems a "no brainer"; no qualified engineer would ever locate a brake line below the pan where it's exposed to road hazards and damage. Not to mention, who ever heard of having to remove a brake line to remove an oil pan. I suggest someone took the easy and ill-advised way out in replacing the line.

The engine is out of my 39 Super 8 right now and the brake lines run across the cross member. I can't imagine anyone running them down as shown in the picture for the very reasons that Owen mentioned. It is an immediate target for all road trash.
I can post a close up picture of mine if you like or sent one to you via PM, just let me know. Gene

Your routing is correct inside of the front cross member. I am restoring a 41 packard coupe with a six cylinder engine and a three speed manual tranny. When I got the car there were no springs for the clutch and brake pedal return. If anyone could show me were the springs go I would be gratefull.
Thanks EJR
