Yes, it's a heat exchanger, primarily to keep the oil from excessive temperatures. Remember, this is was before the advent of multi-viscosity oils. Standard equipment on senior engines 1934 thru 1939.

You have to drain it when you change the oil, correct? Or does it matter, being so small?

Normally not drained for ordinary oil changes. It's a small heat exchanger core that only holds a very small volume of oil.
