I believe they go down but it's been too long that I've worked on one of these to remember for sure. As I recall, whichever way they go, you can't put them in upside down as they won't align properly that way.

I figured it out....the rear cover has a hole in the fin side to presumably drain condensed oil back into the engine...fin down.
