There is a strip that I believe does some cushioning but more acts as a water barrier. It almost looks the same as the door and trunk weatherstrip material. It is used along with some stem bumpers and cushion pads at various other points along the cowl and fenders to position and keep the hood from vibrating.
Here is Steele's cowl offering but you might also check Restoration Specialties or Metro Molded rubber and see if they have a comparable generic door weatherstrip for maybe a bit less. I believe there is a similar version of the same shape but unsure if the sizes offered match Steele's item. Not sure of the length needed but you could probably guesstimate fairly accurately by measuring what was on your car if still intact enough or else the area on the cowl where the cement was placed. steelerubber.com/hood-to-cowl-weatherstrip-30-0233-42
