If someone is going to make their own I would vote for the Micarta or a modern Garolite material. Garolite material is available from McMaster in black 1/16 or 1/8 12 x 12 sheets. Economy grade is good up to 265 degrees and there is also a high temp grade in 1/8 sheet but much more expensive. No idea if they are still the same but a few years ago I purchased spacers from Steele which might have been made from 1/16 rubber sheet since they were flexible. The holes cracked or broke thru fairly quickly.

Garolite is glass-reinforced epoxy, so your suggestion gives me an idea. If you have some left-overs from boat building or repair, you could make your own by impregnating glass mat with epoxy, then machining the 'blank." A high durometer elastomer would work also, and hold the wires without abrasion.
