The man, who enters the Packard is Harold LeClair Ickes (March 15, 1874 – February 3, 1952). He ... was an American administrator, politician and lawyer. He served as United States Secretary of the Interior for nearly 13 years from 1933 to 1946, the longest tenure of anyone to hold the office, and the second longest-serving Cabinet member in U.S. history after James Wilson. Ickes and Labor Secretary Frances Perkins were the only original members of the Roosevelt cabinet who remained in office for his entire presidency.

Further pics of the company car from Mr. Ickes attached. The Packard in the back shows different equippment. The most obvious differences are the missing accessory lights, no right side mirror, a black grille frame, different hood ornaments and a third bumper guard.

Vladimir May-Mayevsky (1867 – 1920) ... " was a general in the Imperial Russian Army and one of the leaders of the counterrevolutionary White movement during the Russian Civil War." [acc. to Wikipedia].
 The unflattering lore describes the general as follows: "...was a complex figure. He lived a dissolute life and his orgies brought ill-repute to the cause which he served ... problems with his alcoholism increased. He would not have been the only one, who is rolling about Washington streets on Soviet wheels as can be seen from the below shown contemporary newspaper article.
