I believe the picture is taken in 1914 or 1915. We can date it to between 1913 and 1915 as in 1916 Cecil was called for military service in World War One and in summer of 1912 he was not yet courting his wife Helen who is in the photograph alongside her mother and several of her sisters. Additionally, we believe the family only ever owned one Packard. In all the interviews we have with family members and other primary source materials, they only ever mention the one car and would have mentioned if the family had purchased more than one vehicle.

After reading through the other comments, I think the Packard is likely a 1912 Dominant Six 1-48. From other photographs found online, this appears to be the most similar.
